11:31:25 AM County Planner Warren Vaughan Staff report. Read into record public comment received 11-14-05 from Howard Van Noy and Paul Stanley. Condition #3 and #16 dealing with Fire Department, wants to strike #16 and keep #3 (duplicate). Condition #13 to read, "The north 33 feet on the developer's property will be dedicated to the public." Submitted letter from the Gallatin County Trails Advisory Committee labeled Exhibit A, Item #2.

11:51:01 AM Commissioner Skinner Finding that the Black Hawk Minor Subdivision complies with the goals and policies of the Gallatin County Growth Policy, meets the requirements of section 76-3-608 of the Montana Subdivision and Platting Act, and that it complies with Gallatin County Subdivision Regulations, and that the primary criteria have been mitigated, it will have minimal effects of agriculture, the agricultural water-user facilities been mitigated by having a 60-foot wide maintenance, local services effects have been mitigated through covenants, this has not been identified as a critical wildlife habitat area, and the effects on public health and safety have been mitigated, I would move to approve this subdivision with staff suggested conditions, with the following exceptions: to delete condition #16, to amend condition #13 as suggested by staff, and to add condition #20(m) which would restrict billboards. (Comments/clarification within Commission.)

12:01:05 PM Belgrade City/County Planner Jason Karp Staff report. Spoke comments into the record from Bryan Connelley, Assistant Fire Chief for the Central Valley Fire District. He (Bryan Connelley) would like to see a written agreement between the Newman Subdivision and the Summit Subdivision to use the fill site.
